In what way is Woe of the Willow part of the SoA cluster, as stated?

It appears under the War of Three Peaks category in instance finder.

It was released with the Wildwood quest pack and indeed appears to require access to that quest pack in order to launch. It's not launchable for accounts -- such as my Premium account -- that have full access to SoA, but not to Wildwood.

If it were up to me, I'd just say that the instance, along with Agoroth, was released with the Wildwood quest pack, Update 29, and not use the confusing and somewhat nebulous term "cluster". Or, if "cluster" is used, I'd identify a new "Wildwood cluster" rather than associate these new instances with a release that's well over a decade old. —The preceding unsigned comment was added by Egarthur (Contribs • User Talk).

Hello, i agree it should not be part of SoA but rather something else - example: Instance Cluster: Rohan is made this way, where the instances are in the cluster but are located elsewhere. I also think that the instance should not be part of the Bree infoboxes - rather just the cluster infobox. Same for Agoroth.
