Eastemnet Cloak

 The Tailor Tier 8 (Eastemnet) Cloak with minimum level 80 has runes near its hem.

The runes used are the Anglo-Saxon fuþorc, same as can be seen upon the stones in Eorl's Hallow as well as in the tapestries in Meduseld.
Transliterated, from left to right, they say:
