The Vault-keeper is a class of non-player character. Vault-keepers can be found in major settlements. Vault-keepers provide access to Vaults ("Open the Bank") and Housing Escrow ("Access Housing Escrow").
To access your Vault or Housting Escrow talk to one of the following Vault-keepers:
