Walkthrough
After talking to Mayor Will Whitfoot, travel to Tuckborough in Tookland, and enter the Great Smials. Inside the Great Smials, enter the library room next to Adelard Took, and click on the flashing bookcase to the left to search it and pick up the Book of Festival-law. Return to Mayor Will Whitfoot with the book.
