Elves can be found within the Ettenmoors. Taskmaster Raulik attempted to communicate that he wishes you to find Elves from which to cultivate their ears...a rare delicacy.
Background
At Tol Ascarnen, Taskmaster Raulik, explained in his limited capacity that he desired to feast upon Elf-ears.
