This skill is acquired by completing the Enmity of Goblins hobbit racial deed, and requires the Hobbit-stealth racial trait to be slotted in order to use the skill.
This is basically a lesser version of the burglar Sneak skill. If you are a burglar, your class skill Sneak is better, so you don't need to use the Hobbit-stealth skill or trait.
